We have our place finally in 6th of October City in Cairo and a strong team in place that provides psychosocial support as well as community outreach and development. 

We have a jobs posting board at the center which we update regularly with job opportunities open to Syrians in Egypt across Egypt. So far, this has been our most successful draw in for the community as many people are looking for jobs and dont know where to look. 

We also have a plethora of resources available to the Syrian community from medical to financial. 

For vulnerable cases we do have a small warehouse set up where we distribute food aid, clothing and housewares. We aim to grow the coiffres of this warehouse to serve more people and keep the flow of donations coming in. Please find below the newly released opportunity from the Institute of International Education for opportunities open to Syrian students who want to study in the United States.

1. The IIE is a leading¹ not-for-profit US-based global organization implementing and managing scholarships and academic exchange programmes.  Through the IIE Scholar Rescue Fund, the IIE Emergency Student Fund, and other efforts, IIE provides support and safe haven to persecuted scholars and students facing emergencies and crises.

In response to the Syrian crisis, IIE is partnering with Jusoor, a Syrian community organization, Illinois Institute of Technology (IIT), and EducationUSA-Syria on a “Commitment to Action” that aims to channel $5 million in emergency support to Syrian students and scholars.  The commitment is comprised of the following initiatives:

• Through IIE’s Scholar Rescue Fund²: provide USD 25,000 academic fellowships, with equal  sum matching support from host universities around the world , to provide teaching and research  opportunities and safe haven to senior, threatened Syrian scholars in any discipline for a year (with the potential for a 2^nd renewal year). • Through IIE’s Emergency Student Fund (ESF): help up to 100 Syrian students to study in the US and other third-countries with USD 2,000 grants. This support will prioritize students in their last year of study, and also leverage host university support in the form of tuition waivers, meal plans for students, etc.
• Through Illinois Institute of Technology, provide 50 scholars of USD 25,000 each for Syrian students.
• Through the IIE Syria Consortium for Higher Education in Crisis: The IIE launched a consortium of higher education institutions and organizations around the world committed to provide full or partial sponsorship to Syrian students and scholars. As of late November 2012, more than 40 institutions have joined and together have committed over $1.3 million in scholarships for Syrian student and host arrangements for Syrian scholars.  To link Syrians needing assistance with consortium and other opportunities, IIE plans to launch in December an online portal.  The online portal will connect threatened scholars with IIE’s Scholar Rescue Fund and connect Syrian students with consortium scholarships, other available scholarships, and free online learning resources.

2. The IIE has a good network of academic partners in the region, as they implemented the ‘Iraq Scholar Rescue Project’. This project has assisted more than 260 of Iraq’s most senior and threatened academics– through temporary academic positions at universities, colleges and other institutions of higher learning in the Middle East and North African regions.

Case #211: A diabetic man 47 years old. Due to his economic situation he was splitting his medication in order to save money. His eye sight has been affected and after examination has found he has retinal detachment causing retinal bleeding. He requires medication and xrays before the operation. The Xrays and Medication cost 800LE and after the xrays we will be able to estimate the cost of the operation.

Case #212: 14 year old girl, deaf since childhood. Needs a digital hearing aid. 3000 LE

Case #213: 23 year old young man, student at Azhar University is in his last year of studying. His family is all in Syria. He desperately needs Lasik surgery since he is near blind. His eyesight has reached 2/60 and soon will no longer be able to see his books. Surgery costs 2800 LE

Case #214: 32 years old, shrapnel wound from Syria in the left eye and the eye is completely incapacitated. The man needs a full eye removal and replacement with a glass eye. Cost 5000 LE

Case #215: 27 year old diabetic young man needs costs of his insulin. He is has accumulated a debt of 4 months worth of medication and needs to continue his medication. Monthly cost of medication is 480LE/month

Case #216: Pregnant woman fleeing Syria in her last month of pregnancy arrives in Egypt. Due to her taking the flight in her last month, the air pressure in the plane restricted the flow of oxygen to the fetus. After arrival to Egypt she discovered her baby died in utero. Cost of the curettage 950 LE.

ما يقال : هناك الكثير من الغموض و التعقيد في التعريف بنوع الخدمات المتاحة ،،القاهرة كبيرة و مترامية الأرجاء ، المؤجرون يستغلون المسأجرين ،النظافة شبه منعدمه ، و الأهم انها ليس وطني

لقد بذلت قدرا هاءلاً من الوقت لأعداد قائمه تضم معلومات تسهل عملية الأنتقال و التعايش في مصر للنازحين السوريين. قابلت ممثلين من المفوضيه العليا لشؤن الاجئين التابعة للأمم المتحدة ،، تحدثت مع الكثير من الاجئين و المُهجرين في محاوله لمعالجة المشاكل الرئيسية التي تواجهم

سأحاول توضيح المبادرات التي ساهمت في تقديم المساعدة للعائلات النازحه

السكن

المشاكل الرئيسية التي تواجه السوريين في مصر في هذا الشأن هي صعوبة العثور علي مسكن ، أستغلال المستأجين ، و في بعض الأحيان رفض الساكن السوري

لا يوجد حتي الآن حل لمشكلة السكن. بالرغم من مشاركه العديد من المنظمات مثل الأغاثه الأسلامية في ٦ أكتوبر و منزل الأسرة في مدينة نصر و نقابة الأطباء فأن الموارد و التمويل لا يكفي

لأيجاد المسكن الملائم أو الأستمرار في سداد الأيجار الشهري

التبرعات التي تمنح للمنظمات تصرف فقط للسكن عندما يحدد المتبرع رغبته في التكفل بأسرة من النازحين السوريين و معظم العائلات السورية تسجل أسمائها لدي هذه المنظمات

هناك العديد من المبادرات و التبرعات لحل أزمة المسكن لكنها في بداية مراحل التنفيذ و ستحتاج لوقت حتي يكون لها تأثير. لذا إذا كان لديكم الرغبة في كفالة أسرة برجاء المبادرة بفعل الخير لمساعدة العائلات التي في أمس الحاجه لمأوي

و إذا كنتم عائلة في حاجه لمسكن برجاء التواصل معنا لكي نقدم لكم يد العون. هناك الكثير من الأفراد يساهمون في تمويل سكن للعائلات النازحة

التعليم

هناك مشكلة تكمن في عدم الوعي او المعرفه بكيفية تسجيل الأطفال للألتحلق بالمدارس المصرية . هناك ٣ خيارات ،،مدارس حكومية أو مدارس خاصة او مراكز مجتمعيه

و بعد القرار الجمهوري بخصوص قبول الطلبة السوريين في المدارس المصريه سوف ينطبق عليهم نفس الرسوم للمصريين في جميع المدارس بأنواعها

المدارس الحكومية

بسبب تكدس المدارس الحكومية و أختلاف المناهج واجهة الأسر السورية صعوبة في تسجيل آبتائهم بالأضافة لبعد المسافه أو صعوبة المواصلات و تكلفتها حيث ان المدارس لا توزع الطلاب السوريين حسب مكان السكن

في حالة وجود مدرسة قريبة أستعلموا أولا إذا كانت تقبل طلبة جدد من السوريين قبل تقديم الطلب للدائرة التعليميه بمنطقتكم

المدارس الخاصة

هناك العديد من المدارس الخاصة في مصر بأسعار مختلفه و متنوعة علي نطاق واسع حسب رغبة و مقدرة كل اسرة

يجب التقديم مباشرة للمدرسة مع وجود أوراق تحويل الطالب مصدقة و ومعتمدة . في بعض الأحيان للأسف يجب دفع أتاوه للمدرسة لقبول الطالب

و يجب التأكد أيضاً من وجود أقامه سارية عند تقديم الطلب للمدرسة. برجاء العلم ان كل مدرسة قد يكون لها بعض الطلبات المختلفة لذا يجب السؤال في أدارة المدرسه التي ترغبون في تسجيل أبتائكم بها

المراكز المجتمعيه

هي فصول دراسية من المجتمع السوري للطلبه السوريين و هذة المدارس غير معتمدة لدي وزارة التربيه و التعليم و لا تمنح شهادة في نهاية العام الدراسي أو أوراق تحويل لكنها تؤدي خدمه بسيطه للطلبة السوريين في ظل الظروف الراهنة . إذا لديكم الرغبة في ألحاق أولادكم بها برجاء التواصل عبر البريد الألكتروني

في حالة عدم وجود أوراق تحويل معتمدة من وزارة التعليم السورية بأمكانكم التوجه لمكتب الوافدين بوزارة التربيه و التعليم و تسجيل أبنكم في أختبار لتقييم مستواه الدراسي حتي يتمكن من الحصول

علي أوراق معتمدة تحدد الصف الدراسي الذي يمكن الألتحاق به في مصر. الأختبار مجاني و متاح لكل السوريين

هناك عدة طرق لحصول السوريين علي أقامة في مصر

الأولي: هي ان تسجل أسمك كلاجئ وتحصل علي البطاقه الصفراء من المفوضيه العليا لشؤن الاجئين التابعة للأمم المتحدة .ِ ثم تتوجه الي مكتب التوِثيق التابع لوزارة الخارجيه المصريه لأعتماد البطاقه و تتجه بعدها الي مكتب وزارة الداخليه في مجمع التحرير للحصول علي إقامه

هذة الطريقه تمكنكم من الحصول علي خدمة التأمين الصحي عن طريق منظمة كاريتاس بالأضافه لأعانة شهريه من المفوضيه

وإذا رغبت في مغادرة البلد بأمكانك التوجه الي المفوضية لغلق ملفك و تحصل علي الموافقه في خلال يومين عمل . لمزيد من المعلومات برجاء الأتصال بمكتب المفوضيه في مصر

الثانيه:هي أقامه بغرض الدراسه

و يحصل عليها التميذ و اسرته لأن الطفل القاصر اي تحت سن الرشد يجب ان يبقي برفقة أهله . لذا عند تسجيل التلميذ في مدرسه و الحصول علي جواب القبول يتم تسجيل الطالب في مكتب الوافدين التابع لوزارة التربيه والتعليم بعد توثيقه من المكتب التابع للمنطقة التعليميه المتواجد بها المدرسه . بعد ذلك تتوجه بالأوراق لمجمع التحرير لتقديم طلب الأقامة

هناك العديد من الناشطين يتكاتفون لتشكيل مؤسسات مدنيه لمساعدة النازحين السوريين ولسد الحاج بقدر الأمكان نظراً لقلة الموارد . سأحاول بأستمرار تحديث كل ما يخص هذا الموضوع

Both are warranted, the processes are vague and cumbersome, there’s little to no awareness of what services are available, landlords exploit rent, the city is vast, over populated and dirty, most importantly it’s just not home.

I’ve done a tremendous amount of legwork to compile a list of information that should, I hope, help ease the process. I’ve met with representatives from the UNHCR, spoken to refugees and migrants and here have tried to address the main concerns of the refugee community as it stands today. I’ll also try to clarify initiatives that are being undertaken to help facilitate services to families in need.

This by far is not conclusive of everything available to refugees, nor does it address University students as many cases are exceptional and done by a case by case basis. HOUSING:

Main problems Syrians find in Egypt when it comes to housing include lack of availability, exploitation of rent, refusal to rent to Syrians.

There is no easy solution to housing. Many charity organizations like Islamic Relief in 6Oct or Family House in Nasr City and Syrian Relief of the Doctors Syndicate simply don’t have enough money or resources to find apartments and continue paying for these apartments. Donations that go specifically to the Syrian refugees are used for housing as long as the donor specifies such. Families should register anyway and at least have their name down in case housing options arise with these organisations.

There are several initiatives starting to help relieve the housing crisis, but are still in the beginning stages of implementation. Until then, if you would like to sponsor houses and know of a family who needs housing, please take the initiative to do what you can to help.

If you are a family looking for housing, please reach out and say you need help. There are people who do individual efforts to help find sponsors for families.

EDUCATION:

There seems to be a very big problem with awareness on how to register your child for school. In Egypt there are 3 options open to children, government, private or community schools. After President Morsi’s decree regarding equal opportunity for Egyptian and Syrian children, one must know that this applies across the board. That means even in private institutions school tuition for Syrian children will be calculated at lower rates.

Government schools: We are finding that the overcrowding in public schools and the different level of education between public schools in Syria compared to Egypt has created some difficulty in allowing Syrian families to register their children. In addition, transportation and the money for it is often a problem. Government schools may not be readily available where Syrians have congregated and thus transportation is often a problem. If a government school is close by and are registering, they must, by law, accept Syrian children.

Private schools: There is a wide range of private schools or “experimental” schools in Egypt which cater to many aspects of Egypt’s society and at many price points. These are low cost private schools and may or may not have spaces. Parents must apply directly to the school as long as all transfer paperwork is available. Please note that some schools may not accept children without a small bribe. Unfortunately that is common in the education system.  It is important that Syrian children have a residency permit when they apply for private schools in Egypt. Please ask the specific school what their requirements are.

Community Schools: More and more there are community schools, which are catered specifically to the Syrian community. Whilst these schools are unaccredited with the Ministry of Education, and may not provide a certificate or official transfer paperwork, they do serve some purpose within the community. If you are interested in putting your child in a community school please email me for more information on what options may be available.

If you are like many people who were unable to receive official paperwork from your child’s school in Syria authenticating your child’s level of education there is help. You may go to the Wafideen office and your child may take a leveling test. This test will place your child within the school system scale in Egypt. You will get a certificate notifying you of your child’s placement level and with this certificate be able to apply to the school of your choice. The placement test is free and open to all.

If you need help in education grants to pay for your child’s education, Catholic Relief Services offer education grants to children and are open to all forms of institutions mentioned above. You must be registered with the UNHCR and have a valid residency after registration.  Please see the residency options below on how to obtain a residency permit.

RESIDENCY

There are a few ways in which Syrians can obtain residency in Egypt. One way would be to register as a refugee and obtain a yellow card status with UNHCR. After receiving the yellow card, you must go to the Ministry of Foreign Affairs and then the Ministry of Interior to validate your card and receive a residency.

This option allows you access to health care through Caritas and legal protection as long as you stay in Egypt. It also qualifies you for a living stipend if you are amongst the most vulnerable.

If you would like to travel outside of Egypt, you can go to UNHCR and close your file. It normally takes around 2 days to process and you are free to travel afterwards.  Please contact UNHCR for more information, they can be reached at: +202 38355803

One can also obtain an “Education” Residency based on an enrolled minor in a school. Upon acceptance at a school, the parent can ask for an official acceptance letter addressed to the appropriate party in the government and go to the Mogamaa in Tahrir Square. The document must be authenticated and all necessary forms filled out. You may be able to obtain a residency permit for both parents but one must ask when applying. The education residency applies to the child in the school and parent, it does not apply to siblings.

In addition to all these programs and steps above many activists are now coming together to help form civil institutions to help fill the gaps and provide much needed aid for the refugee community. I will try to continually update this post and create new posts as the situation changes and more funding or opportunities arise.
